My bot does not activate or react when a new member joins
Telegram only sends notifications about new members when it involves a group. If you are using a channel, Telegram does not notify about new members joining, so the bot cannot react.
Additionally, even in groups, if the 'hide group members' privacy option is enabled, Telegram will not notify the bot when new members join.
